Showing Bihar as the Future leader of India.
On the verge of completing it's centenary year, Bihar is actually emerging as the future star of developing India, paving its way towards new heights. The logo has total "Bihar" describing the land-from its culture, to its tourism, industrialization, agriculture-basically showing all the positives that makes this state so beautiful and endearing.

It seems like you've got the ability to create something great but the easy you are going about it is not working. Go back to the drawing board and create some more simple mock up designs until you are 100% happy with it.
There is too much going on and it is too overcrowded. Very confusing on the eye.
Please go study some literature on logo design. The first page of any book should tell you why this isn't working.
I think that more than a logo what you need is a poster or illustration.

I can not tell what is inside the B. Color Choices are not good. This whole design is just random. The font you used under Bihar is just.....just awful. Plus what is that you doted your "I" with?
My suggestion is to get a note book out and sketch 50 or so logos and go from there. Look online for some complimentary colors like this website offers http://colorschemedesigner.com/ and go with one theme.
