Both Illustrator and CorelDraw have built in tracing programs. I love the Corel trace. Have used it for years.

I would recommend Illustrator for creating vector art. Also I may add that the new version of illustrator found in CS6 has a few different features that make this process pretty painless.

Corel Trace is very good too for free, but in my experience it is a bit more complicated to use.
