Looking for help on a tshirt design

Looking for some input on a two color t-shirt design. The color of the shirt is heather or charcoal gray and for cost we are limited to two colors. Originally I designed the art in black and white with gradient. The customer wants to go with a bright color either electric blue or fluorescent green and white. The printer says white is needed because of the color of the shirt. Looking for some input on how to better add color and or change up the design to make it stand out.

I think it depends on the print technique. If the producer says you are limited to 2 colours, then you cannot use gradient. If this will be printed as an image on the T-shirt then I suppose you can use full colours.
Thank you. I will verify with the printer. I think as far as the composition, reducing the size of the clouds would make it look a little less busy.Any other composition suggestions?
Live the force 12 in the dark gray alone rotating the green grass space up. The tower have to give the idea that the tornado is take it away so rotate it to with the direction to the tornado. The green and the white tee must be vertical with nor stability and on the limit of the green grass and try make two layers of clods, putting the tornado at the second one and delete the third. At the Last work in CMYK not in RGB, the printer does not support that.
