The flower detail (while nice) will be lost at smaller sizes, plus if this is for a building you need to think about reproducing it in different materials from cut metal to glass etching and embroidery on uniforms. Needs to be simplified. My thoughts on the font: one alt element or swash per word or less, the ESTA is particularly awkward. I'd say keep the alternate R in the first word and ditch the rest for a much more professional look. I really like the color you have chosen, much better choice to represent gold than blends/highlights and other shenanigans.

This feels like an OK starting point but it needs to be refined. The font doesn't work. The style of it is fine but the very decorative all-caps just compete with each other, making it less legible, unbalanced, and not very pleasing to the eye. The idea of flowers is fine if they want that for their branding, but it is definitely a feminine feel. It looks like you just stuck some clip art on the letter F, though. It should be more customized and look more intentional; there needs to be more of a design. The scale as it is won't work well at different sizes, and it wouldn't work well in monochrome.
