second version is better, first version is not good at all. For the first one, too much stuff going on, that code on vertical is from another movie, the overall shape of the logo has no sense, lack of message and direction, the font of choice is a poor one.
Put yourself in the posture of a postman and send the right message in the most accurate and short way possible, no unnecesarry stuff.
About the second version, you have two ways, make the symbol smaller as the text and align them or put the symbol in top of the text and make it smaller. I would also suggest to tweak somehow the symbol but i have no idea how at this time (play with it, with the negative space and so on). Also change the font.

Pitagoras, when we see " IRS " here in U.S.A. - we start worry about. Internal Revenue Services - they collect people's taxes. Now, talking about your second version - it is much improved, but more work ahead of and I agree with above comment.
