No. Before you start something, you must look arround and see what is going on about logos and graphic design in general

I'd really like to know what you're doing - pr.gov already has a logo that's far (well, a bit) superior to any of these recent attempts at replacement.

This is also pretty bad. The pink gradient on the edge is really bad- I can't think of any instance in which you'd want to use that on a logo. I don't know why there's color in the 'o', the text lines should be centered, the font is bad....

Basically, this is really really bad. Nothing works. Start over!
