Brief from client 

Several Key Purposes of BCCJA (governing body of VICJA) are:

• To promote co-operation and participation among individuals, groups and disciplines
concerning the problems of crime and its consequences as related to people of all ages
in the fields, without limitation, of prevention, sources of crime, diversion, concepts of
crime, law enforcement, pre-trial practice, trial and adjudication, correctional services,
dispositional alternatives and community re-integration;
• To promote study of the problems of the aforesaid fields and their solutions including
fostering either directly or indirectly, research programs designed to advance such study;
• To promote public understanding of such problems and their solution;
• To identify and respond to Justice issues of mutual concern;
• To promote fellowship and co-operation within the Criminal Justice System;
• To facilitate the sharing of information between the Justice System and the community;

Focused on emphasizing "community".

Looks decent, but the "happy people" figures logo has been done a lot. The execution leaves a bit to be desired. Why is one leg longer? Why not join the hands to create a clean graphic mark?

The gradient isn't necessary.

If it were cleaned up it would work, but it is a bit over done : ). Sorry.

Ok, lets break this down. Firstly that was not a brief you were given, it was the companies manifesto! Strip that right back to a few keywords and go from there.

Can I also presume that the client wanted an 'update' to their logo and not a new one entirely because having looked at the existing one I can see how you got here. On that assumption then you've done a fairly good job although it does look very pharmaceutical. Sort out the gradients and generally keep it simple as there is a lot going on in one shape and they'll be happy.

Agree with all the previous comments. Since this is an update of the hideous logo they currently use, why not make some concept updates. The happy people concept is lame, especially in the criminal justice field. Why not move the raised arms down and connect all the figures as G13 mentioned. Why "blockheads", why not make them round to complement the symmetry your graphic mark creates.

It hurts to see yet another "happy stickmans holding hands in a circle" logo.
It has been overused and abused even more then a solo "happy stickman holding his happy hands in the air out of joy".
This is a bad concept and you will get nowhere with it.
Typography is pretty bland and does not work well, as well as your color scheme.
I would suggest you start from scratch with a better idea and execution.

If you look at what has been said before it would appear that they aren't looking for a new concept but an update to their existing which is worse.

Well, he who holds the money makes the rules and bad choices.
