Brief from client
The client want a brand that stands in some way the culture and the city of Caruaru to an Marketing Action.
Caruaru is one city very important in the state of Pernambuco, Brazil.
It is nicknamed "Princess of Wasteland" and/or "Forro's Capital".
The northeastern's culture is present in the city, elements such as: Forro, ballad, hand clay sculpture and the fashion industry presents itself as one of the largest in the country.

more work on the symbol and font ...def on the right track
I think the font is quite nice in my opinion. loose the inner shadow on the flag and try and play around with the orientation, also ad more colour to the font. Other than that I think it works fine.
Better! I would not use the bevel or the gradient in the basic logo.
I found some good info about Caruaru and this logo says nothing that I read in the web.
I found things like:
+ "often considered the greatest Saint John's Fetival in the world"
+ "originally a cattle ranch"
+ "a chapel dedicated to the Immaculate Conception"
Perhaps there's more but I stopped there. So my point is that I would use a single element that characterizes Caruaru and use it as a graphic element in my logo. Your first version tries to accomplish that but fails because the shape of that hat looks like a taco.
Get back to your original idea and find something that people can recognize or at least remember when they see it again.
Indeed, but the costumer don't like the amount of stereotype created about Caruaru and the culture. I tried to differenciate with the flag and symbols about "Agreste" and something most brute, like clay, but i'll try other way even i like this option.
None of the points I mention sound like stereotypes to me. They sound like culture, history and tradition.
But it might be a question of perspectives, though.
